Guidelines on use of donated funds
1. The purposes of the Angeles Relief Inc are:
To provide relief from poverty, sickness, distress, misfortune, and/or helplessness to children abandoned by their fathers in the Philippines, by undertaking activities such as:
(a) providing money for education, shelter, health needs, legal help and other material and financial assistance;
(b) recruiting, training and retaining a staff, both paid and volunteer, dedicated to delivering the assistance; and
(c) advocating for the Australian Government to accept applications for child support direct from the mothers in the Philippines.
2. Long term aim
To give the children a long-term future better than that of their parents
3. Hierarchy of use of funds to directly aid kids/family (where use of funds is not specified by the donor)
(a) food
(b) health
(c) accommodation and utilities
(d) health insurance
(e) being issued with a birth certificate – for children who officially do not exist - this is essential for them to attend school
(f) clothing
(g) education
(h) social worker to intervene with children particularly at risk
(i) training for mothers to assist them to become more self-sufficient
(j) occasional entertainment
Funds will also be used to pay for the cost of any necessary transport and refreshments for the kids/families and staff in obtaining any of the above needs.
4. Deductions for donations
All money contributed by donors for the purpose of directly assisting kids/families will be used for one or more of the purposes as set out in section 3 above except for:
(a) foreign exchange costs/fees
(b) GoFundMe fees
These costs/fees will be deducted from donations.
5. Volunteer expenses
Several donors have stated that their donations (or part of them) are to be used to pay the expenses of a volunteer who assists the kids/families.
6. Unallocated funds
Many donors have specified which kids/families they wish to support. Other donors have not specified how their funds are to be used (unallocated funds).
Unallocated funds could be used for the following purposes:
(a) assisting existing or new kids/families
(b) building up an appropriate level of reserves to use in the case of an emergency (eg natural disaster, existing donor ceasing to make donations)
(c) paying for regulatory expenses, bank fees, etc
(d) paying for administration expenses (eg website hosting costs)
(e) professional advice
